2. The analysis of the overall goal of the project
   
   The overall goal of the project:
   
   In order to promote the optimum disposition of the resources and the utilization and sharing of quality resources in the field of national distance education, we will integrate, bring in and develop quality educational resources to construct an 'open multimedia supermarket of course resources' for educational institutions and learners of society as a whole.
   
   The analysis of the overall goal:
   1. Analysis of the resources and the demands for resources (users distance education).
   2. Analysis of the resources serving the teaching of the Radio and TV Universities, distance education and the lifelong learning (demand of whole content).
   3. Analysis of the learning based on resources.
   4. Analysis of the system of the Radio and TV University (distributed system).
   5. Analysis of the utilization and integration promoted by the resource bank.
      
      
3. The basic goalmodule analysis
   
   To attain the overall goal of the project, we must have the following basic goals based on the analysis of the overall goal.
   1. Construct the central resource bank.
   2. Construct the distributed resource bank.
   3. Develop the management platform of the resource bank.
   4. Co-construction, sharing and integration of the resources
      
      
4. The function goalfunctions analysis
   
   The function goals are the function demands that each basic goal should possess to attain the overall goal of the project. We use the example of one of the basic goals'Constructing the central resource bank' to illustrate the function demands as follows.
   1. Standardizing the process of resources management (catalogingediting)
   2. Storage
   3. Making use of resources (information retrieval)
   4. Sharing and integration of the resources
   5. Web-based resource database.
   6. Management.
   7. The utilization of the resource bank (portal website).
      
      
5. The methods and technologies
   
   We use one of the basic goals'Constructing the central resource bank' as an example to analyze the main methods and technologies to attain the goal.
   1. Database design.
   2. Catalog management and middleware technology.
   3. Application of SCORM and LOM.
   4. Methods and system supporting data acquisition
   5. Standardized process of resource management.
   6. Learning platform based on distributed database.
