In information societies, the ICT paradigm has become a basic paradigm of human productive activity, and information has become the basic element of human activity. Application of ICT reduces the mode of modern distance education (MDE) revolution and paradigm transformation, and the new mode emphasizes the need to make use of information. With the interplay and self-development of ICT and MDE, people began to pay attention to information utility a few years ago. But this research topic in MDE is just beginning the theory and practical results are not systematic.

This paper is based on the complexity paradigm and information philosophy, and uses the systematic method, dynamic system stability, data mining, network behavior analysis method, and instruction design (ID) to discuss the problem of information applications for the quality control of teaching and learning systems and learner support services in MDE. First, we built a model of learner characteristics and described the information characteristics that each element has, and we analysed the interactive relations between the information and ID. Second, we built an information measurement system for network learning behavior, and analyzed some abnormal and normal learning behavior characteristics to get teaching and learning goal errors. Third, we built an ID model for compensatory teaching and learning by using feedback information from our measurement system in order to accomplish the predefined instructional aims, and we suggest some information application tactics. Finally, we applied these methods in a case study in our university.
